Thailand Seeks Yunus' Advice on Development of Muslim Majority Southern Provinces

Professor Muhammad Yunus delivered a speech on solving social problems by citizen’s initiative through social business, addressing the cross-section of the Southern Thailand society.
Nobel Laureate Professor Muhammad Yunus was invited by Kasetsart University, Thailand's leading agriculture university to visit the southern provinces of Thailand from 26-28 January. Southern Thailand has remained significantly behind the rest of Thailand in economic and social developments. Out of five provinces of the Southern Thailand, four provinces have more than 80% Muslim population. Professor Yunus was invited to meet the people and the administration of the provinces, and provide guidance and advice on how social business may benefit in the upliftment of the most disadvantaged communities of the South.
He was received at Hat Yai by Rear Admiral Somkeart Ponprayoon, Secretary General of Southern Border Provinces Administrative Centre (SBPAC) who is the administrative head of these five provinces. He has the status of a permanent secretary of the central government. He accompanied Professor Yunus for the duration of his entire stay in the south. During the visit Professor Yunus visited the provinces of Songkhla, Pattani and Yala.
On the first day of his visit, he received a warm welcome at the mosque from the Imam of the central mosque of Pattani, joined by the community leaders, youth representatives of Pattani. They discussed the potential for Grameen type microfinance and social business to benefit the Muslim communities of the region. Pattani was the capital of an ancient Malaysian sultanate for several centuries, and the city itself goes back to the 2nd century AD.
On the same evening, there was a special dinner in honor of Professor Yunus which was attended by the Secretary General of the region as well as governors of three southern provinces --- Yala, Nurothawai and Pattani to discuss the possibility of collaboration with Yunus Centres at Kasetsart University and Asian Institute of Technology Bangkok for taking social and economic initiatives through social businesses with administrative support from the regional government. They were already familiar with the microcredit programmes in Malaysia which borders their provinces.
On the second day, Professor Yunus delivered a speech addressing the cross-section of the society in the south. When he arrived at the conference venue, Professor Yunus was received by Mr Doldet Pattanarat, the Governor of Yala and Mr Pongsak Yingchonchaoen, the Mayor of Yala city. The conference took place at the newly built Deepsouth Government Complex in Yala, South Thailand. He gave the speech on the theme of "Guidelines for the social and economic development to achieve sustainable peace".
The conference was attended by the Secretary General of SBPAC, government officials, university Vice Chancellors, business leaders, community leaders, leaders of women’s groups and students, particularly large number of women students from various south Thailand universities. Over five hundred people attended the lecture.
Professor Yunus was taken to visit a fishing village on the coast of Gulf of Thailand to talk to the members of a fisheries cooperative. This fishermen cooperative has been catching fish of many kinds which are subsequently dried and sent to buyers, including to five star hotels, in Bangkok and other cities, to bring better prices to the members of the cooperative.
Professor Yunus had an open discussion about the problems of the fishing community in the region and their ideas about steps to be taken for improving their income and opportunities.
The government of the southern border provinces have committed funds for the economic development of the poor communities of the South and sought Professor Yunus’ advice on how to design programmes. He elaborated his experiences with creating especially dedicated social business companies and social business joint venture companies to promote agricultural products and for agro processing, in rubber products, for the marketing of agricultural and horticultural products to bring the best prices to the produces, in fishery and fish processing. He also suggested to set up social business funds to provide equity to young entrepreneurs in the region following the Nobin Programme of Bangladesh. The project will be implemented by Yunus Centre and its Thai partner YSBCs at Kasetsart University and Asian Institute of Technology (AIT).
In Bangkok, Nobel Laureate Professor Muhammad Yunus had a courtesy meeting with Mr Grisada Boonrach, Minister of Agriculture and Cooperatives of Thailand at the Thailand Agriculture Ministry on 29 January. The Agricultural Minister was interested to hear about the application of social business as defined by Professor Yunus, in various countries. The minister said he was looking forward to discuss some important issues with Professor Yunus. He expressed has satisfaction that Professor Yunus visited the poor region of Thailand in the south. The minister told him that he was the governor of the southern province Pattani for five years. He sees enormous possibility of these Southern provinces. They discussed the potential of social business in solving many of the problems faced by farmers. Professor Yunus discussed social business joint ventures with agricultural companies. The Minister invited the Yunus Centres to hold workshops for the staff of the Ministry in the coming days to help deepen understanding of the concept and practice of social business.
Professor Yunus was accompanied in the meeting as well as his visit to the south by Professor Bordin Rassameethes of Kasetsart University, Dr Faiz Shah of Yunus Center at AIT, Bangkok and Ms Lamiya Morshed of Yunus Centre, Dhaka.
Professor Yunus invited the minister to attend the Social Business Day 2019 on June 28-29 which will be held in Bangkok this year. He highlighted that the event in June will bring together experts who have long experience in social business solving specific agricultural problems around the world.
Professor Yunus also spoke at the 57th Annual Conference of Kasetsart University on 30 January and was given a guided tour through the annual Agricultural exhibition at the Kasetsart University campus which brings farmers from all the districts of Thailand to showcase their products.

প্রফেসর ইউনূসকে হাত ইয়াই শহরে স্বাগত জানান “সাউদার্ন বর্ডার প্রভিন্সেস অ্যাডমিনিসট্রেটিভ কেন্দ্র”এর রিয়ার অ্যাডমিরাল সোমকেআর্ত পোনপ্রায়ুন, যিনি দায়িত্বপ্রাপ্ত সেক্রেটারী জেনারেল ও এই পাঁচটি প্রদেশের প্রশাসনিক প্রধান এবং কেন্দ্রীয় সরকারের একজন স্থায়ী সচিবের মর্যাদা সম্পন্ন কর্মকর্তা। এই প্রদেশগুলোতে প্রফেসর ইউনূসের পুরো সফরকালে তিনি তাঁর সঙ্গে ছিলেন। প্রফেসর ইউনূস দক্ষিণের তিনটি প্রদেশ সংখলা, পাট্টানি ও ইয়ালা পরিদর্শন করেন।
তাঁর পরিদর্শনের প্রথম দিনে প্রফেসর ইউনূসকে পাট্টানির কেন্দ্রীয় মসজিদে উষ্ণ অভ্যর্থনা জানান উক্ত মসজিদের ইমাম যাঁর সঙ্গে ছিলেন স্থানীয় নেতৃবৃন্দ ও পাট্টানির যুব সমাজের প্রতিনিধিরা। গ্রামীণ ক্ষুদ্রঋণ ও সামাজিক ব্যবসা মডেল এই অঞ্চলের মুসলিম জনগোষ্ঠীগুলোর আর্থ-সামাজিক উন্নয়নে কীভাবে কাজ করতে পারে সে বিষয়ে তাঁদের মধ্যে বিস্তারিত আলোচনা হয়। উল্লেখ্য যে, খৃষ্টপূর্ব দ্বিতীয় শতকে প্রতিষ্ঠিত পাট্টানি নগরী কয়েক শতক ধরে মালয়েশিয়ান সালতানাতের রাজধানী ছিল।
ঐ দিনই সন্ধায় প্রফেসর ইউনূসের সম্মানে একটি নৈশভোজের আয়োজন করা হয় যেখানে যোগ দেন দক্ষিণাঞ্চলের সেক্রেটারী জেনারেল এবং ইয়ালা, নুরোথায়াই ও পাট্টানির গভর্ণরগণ। তাঁরা এই অঞ্চলের সামাজিক ও অর্থনৈতিক উন্নয়নে আঞ্চলিক সরকারের প্রশাসনিক সহায়তা এবং ইউনূস সেন্টারের সাথে কাসেতসার্ত বিশ্ববিদ্যালয় ও এআইটি ব্যাংকক-এর বিভিন্ন যৌথ কর্মসূচির সম্ভাবনা নিয়ে আলোচনা করেন। উল্লেখ্য যে, এই তিনটি প্রদেশের সীমানার ওপারেই মালয়েশিয়ায় পরিচালিত ক্ষুদ্রঋণ কর্মসূচিগুলো সম্পর্কে গভর্ণরগণ আগে থেকেই অবহিত।
তাঁর সফরের দ্বিতীয় দিনে ইয়ালা প্রদেশে আয়োজিত একটি সম্মেলনে প্রদেশটির সকল স্তরের জনগণের উদ্দেশ্যে ভাষণ দেন প্রফেসর ইউনূস। সম্মেলন স্থলে পৌঁছালে প্রফেসর ইউনূসকে অভ্যর্থনা জানান প্রদেশটির গভর্ণর এবং ইয়ালা নগরের মেয়র। সম্মেলন অনুষ্ঠিত হয় দক্ষিণ থাইল্যান্ডের ইয়ালায় নবনির্মিত “ডিপসাউদ গভর্ণমেন্ট কমপ্লেক্স”-এ। প্রফেসর ইউনূসর বক্তব্যের বিষয়বস্তু ছিল “টেকসই শান্তির লক্ষ্যে সামাজিক ও অর্থনৈতিক উন্নয়নের জন্য দিকনির্দেশনা।”
সম্মেলনে যোগ দেন সাউদার্ন বর্ডার প্রভিন্সেস অ্যাডমিনিসট্রেটিভ কমিটির সেক্রেটারী জেনারেল, সরকারী কর্মকর্তাবৃন্দ, বিভিন্ন বিশ্ববিদ্যালয়ের উপাচার্যগণ, ব্যবসায়ী ও স্থানীয় নেতৃবৃন্দ, বিভিন্ন মহিলা দলের নেত্রী ও ছাত্র-ছাত্রীবৃন্দ বিশেষ করে বিভিন্ন থাই বিশ্ববিদ্যালয়ের বিপুল সংখ্যক ছাত্রী। প্রফেসর ইউনূসের বক্তৃতা শুনতে পাঁচ শতাধিক অংশগ্রহণকারী সম্মেলনে যোগ দেন।
প্রফেসর ইউনূস থাই উপসাগরের তীরে একটি জেলে গ্রাম পরিদর্শন করেন যেখানে তিনি একটি মৎস সমবায়ের সদস্যদের সাথে আলাপ করেন। এই সমবায়ের জেলেরা বিভিন্ন ধরনের মাছ শিকার করেন যা শুকিয়ে ব্যাংকক ও অন্যান্য শহরের বিভিন্ন পাঁচ তারকা হোটেলে সরবরাহ করা হয়। সমবায়টির সদস্যরা এ থেকে ভাল দাম পেয়ে থাকেন। প্রফেসর ইউনূস এ অঞ্চলের জেলে সমাজের বিভিন্ন সমস্যা এবং তাঁদের আয় ও বিভিন্ন সুযোগ কীভাবে বৃদ্ধি করা যায় সে বিষয়ে তাঁদের বিভিন্ন আইডিয়া নিয়ে তাঁদের সাথে খোলামেলা আলাপ করেন
দক্ষিণ সীমানা প্রদেশের সরকার এরই মধ্যে দক্ষিণের কমিউনিটিগুলোর অর্থনৈতিক উন্নয়নে তহবিল সরবরাহের প্রতিশ্রুতি দিয়েছেন এবং এই লক্ষ্যে কী-কী কর্মসূচি নেয়া যায় সে বিষয়ে তাঁরা প্রফেসর ইউনূসের পরামর্শ চান। প্রফেসর ইউনূস কৃষি পণ্য উৎপাদন ও প্রক্রিয়াজাতকরণ, রাবার উৎপাদন, মৎস চাষ ও মৎস প্রক্রিয়াজাতকরণ, এবং উৎপাদনকারীদের জন্য সর্বোচ্চ আয় নিশ্চিত করতে এ সকল পণ্য বাজারজাতকরণে সামাজিক ব্যবসা সৃষ্টি ও বিভিন্ন সামাজিক ব্যবসা জয়েন্ট ভেঞ্চার গঠনে তাঁর দীর্ঘ অভিজ্ঞতার কথা তুলে ধরেন। তিনি বাংলাদেশে নবীন উদ্যোক্তা কর্মসূচির অনুসরণে তরুণ উদ্যোক্তাদেরকে মূলধন সরবরাহ করার লক্ষ্যে সামাজিক ব্যবসা তহবিল গড়ে তোলার আহ্বান জানান। ইউনূস সেন্টার এবং তার থাই অংশীদার কাসেতসার্ত বিশ্ববিদ্যালয় ও এশিয়ান ইনস্টিটিউট অব টেকনোলজির মাধ্যমে প্রকল্পটি বাস্তবায়িত হবে।
২৯ জানুয়ারী ২০১৯ নোবেল লরিয়েট প্রফেসর মুহাম্মদ ইউনূস ব্যাংককে অবস্থিত থাইল্যান্ডের কৃষি বিষয়ক মন্ত্রণালয়ে দেশটির কৃষি ও সমবায় মন্ত্রী গ্রিসাডা বুনরাকের সাথে সৌজন্য সাক্ষাৎ করেন।
থাই কৃষি মন্ত্রী পৃথিবীর বিভিন্ন দেশে প্রফেসর ইউনূসের সামাজিক ব্যবসার প্রয়োগ নিয়ে জানতে বিশেষ আগ্রহ প্রকাশ করেন। মন্ত্রী বলেন যে, তিনি দীর্ঘদিন ধরে প্রফেসর ইউনূসের সাথে বিভিন্ন গুরুত্বপূর্ণ বিষয় নিয়ে আলোচনা করতে চাইছিলেন। থাইল্যান্ডের দক্ষিণে অনগ্রসর পাঁচটি প্রদেশের অবস্থা সরেজমিনে দেখে আসার জন্য তিনি প্রফেসর ইউনূসকে ধন্যবাদ জানান। মন্ত্রী বলেন যে, তিনি পাঁচ বছর ধরে দক্ষিণের প্রদেশ পাট্টানির গভর্ণর ছিলেন এবং দক্ষিণের এই প্রদেশগুলোর মধ্যে তিনি প্রবল সম্ভাবনা দেখতে পান। তিনি সামাজিক ব্যবসার মাধ্যমে দরিদ্র কৃষকদের বিভিন্ন সমস্যার সমাধানের উপায় নিয়ে প্রফেসর ইউনূসের সাথে বিস্তারিত আলোচনা করেন। প্রফেসর ইউনূস বিভিন্ন কৃষি বিষয়ক কোম্পানীর সাথে সামাজিক ব্যবসা জয়েন্ট ভেঞ্চার নিয়ে আলোচনা করেন। মন্ত্রী সামাজিক ব্যবসার ধারণা ও এর প্রয়োগ সম্পর্কে তাঁর সহকর্মীদেরকে আরো প্রশিক্ষিত করার উদ্দেশ্যে কর্মশালার আয়োজন করতে ইউনূস সেন্টারকে অনুরোধ করেন।
থাই কৃষি মন্ত্রীর সাথে বৈঠকে এবং প্রফেসর ইউনূসের দক্ষিণ থাইল্যান্ড সফরে তাঁর সঙ্গে ছিলেন কাসেতসার্র্ত বিশ্ববিদ্যালয়ের অধ্যাপক বর্ডিন রাসামিথেস, ব্যাংককে অবস্থিত এআইটি-তে অবস্থিত ইউনূস সেন্টারের ড. ফাইজ শাহ এবং ঢাকায় অবস্থিত ইউনূস সেন্টারের জনাব লামিয়া মোর্শেদ।
প্রফেসর ইউনূস ২৮-২৯ জুন ২০১৯ ব্যাংককে অনুষ্ঠেয় “সামাজিক ব্যবসা দিবস”-এ যোগ দিতে মন্ত্রীকে আমন্ত্রণ জানান। তিনি বলেন যে, জুনের এই সামাজিক ব্যবসা দিবসে বিশ্ব জুড়ে সামাজিক ব্যবসার উপর দীর্ঘ অভিজ্ঞতা সম্পন্ন বিশেষ করে কৃষি বিষয়ক বিভিন্ন সমাধানে কাজ করছেন এমন অনেক বিশেষজ্ঞ সমবেত হবেন।
প্রফেসর ইউনূসকে কাসেটসার্ট বিশ্ববিদ্যালয়ে অনুষ্ঠিত বার্ষিক কৃষি প্রদর্শনী ঘুরিয়ে দেখান হয়। কাসেতসার্র্ত বিশ্ববিদ্যালয়ের আয়োজনে প্রতি বছর তাদের ক্যাম্পাসে এই কৃষি প্রদর্শনী অনুষ্ঠিত হয় এবং থাইল্যান্ডের সকল জেলা থেকে কৃষকরা তাঁদের কৃষিপণ্য এই প্রদর্শনীতে উপস্থাপন করে থাকেন।
